Abstract Urban modernization is the basic aspect of urban development,and is the basic problem of urban study. It is first put forward the characterastics of time sequence,dynamics,phases of urban modernization,theoretic basis of index sustainable development principle,the nature of synthesis,orientation,and arrangement of index defination in this paper. Then problems of criteria of level estimatation and level appraisal of urban modernization are researched in order to provide useful consultation to the establishment of index system of urban modernization in our country.
